Thanks, tvindy, for answering Joanna's question in my (all too frequent these days) absence. While a flash will give us humans red eyes when the camera catches the flash illuminating our blood-rich retinas, it gives cats those demonic glowing eyes because of the reflective layer at the back of cats' eyeballs -- the stuff that helps them see in the dark, and makes their eyes glow in the dark.
